Who permits the septic on a Marble Falls barndominium lot?

One of three agents, and the lot decides which. Burnet County has eight authorized on-site sewage agents: Burnet County, the Lower Colorado River Authority, Cottonwood Shores, Bertram, Burnet, Granite Shoals, Marble Falls and Horseshoe Bay. Granite Shoals is administered by LCRA and Bertram by Burnet County. A city's delegation covers only its incorporated area, so the City of Marble Falls septic authority stops at the city limits.

Allow up to 30 days from the date the application is submitted for a new system permit, not counting design or site complications. Buying an existing lake place instead of building? On an aerobic unit a maintenance contract is required for the first two years, and only after that may the owner do the work, once they take the class and pass the test. Which other offices sign off before you pour?

Burnet County Development Services also holds the floodplain job, for the Floodplain Administrator appointed by Commissioners Court. That administrator is responsible for making sure development complies with the floodplain rules and other applicable codes, and that permits are applied for. In an A zone the county requires one foot of freeboard above base flood elevation and recommends two. A permit is required before construction or development begins inside any Special Flood Hazard Area. The Elevation Certificate documenting your floor height is certified by a land surveyor, architect or engineer authorized by law. Check the address at the FEMA Flood Map Service Center before you pick the building site, because that answer sets your county permit class.

The driveway is its own approval and it comes early. Your precinct commissioner issues the county road access permit and sets culvert location, length and diameter at a site meeting, and driveway approval has to be in hand before the 911 address is assigned. If the access is onto a Farm to Market road, a Ranch Road or a state highway, TxDOT approves it instead.

Above the lakes there is one more layer. The Highland Lakes Watershed Ordinance covers the Colorado River watershed in Burnet County above the Regulated Pool Elevation, as drawn on the official Ordinance Map, and it reaches buildings, roads, paved storage and parking, plus clearing, excavating, grading, contouring and fill. An LCRA development permit is required if impervious cover will exceed 10,000 square feet and/or land disturbance will exceed one acre. A single family residence under both limits can file a written notification with LCRA instead. Eleven local governments administer part or all of the ordinance under interlocal agreements, so the permit that applies may not be LCRA's. What is under a Marble Falls lot?

Rock, and it is not one rock. Burnet County is a core county of the Llano Uplift, a large granite batholith and the major structural feature of central Texas, with Precambrian granites and metamorphic rocks forming the central dome. Limestone is in the mix too: at Inks Lake State Park, on the east edge of the uplift in Burnet County, pink Valley Spring gneiss juts up through the limestone. Nothing in the public record pins the rock under a given Marble Falls lot. Get the tract itself looked at before anyone prices the pad or the septic trench, and ask in writing who carries the overrun if the rock comes in shallow.

If the lot is on a well rather than a utility connection, ask which aquifer it draws from. Two minor aquifers sit in the Llano Uplift area. The Ellenburger-San Saba Aquifer is a minor aquifer in parts of 16 counties there. The Hickory Aquifer is made of the water-bearing parts of the Hickory Sandstone Member, and it carries radionuclides derived from the Precambrian granite of the uplift. What does a Marble Falls barndominium lot run into first?

The jurisdiction question, and the three sets of lines behind it do not line up. There is the city limit, the one mile ETJ ring where the city issues no building permit, and LCRA's restricted and water quality zones around Lake Marble Falls. A lot can sit outside the city limits, inside the ETJ, and inside LCRA's septic jurisdiction at once. That puts the building permit at Burnet County, the septic permit at LCRA, and the subdivision and water quality review at the city.
