What does Lakeway require before a barndominium goes up inside the city?
The city permit itself reaches nearly everything on a new house: erecting the building, the plumbing, electrical and mechanical systems, and major landscaping or drainage work. Lakeway builds to the 2021 International Residential Code and a fire code amended by Travis County ESD No. 6. Outside the city limits the answer moves to Travis County, where any development needs a county permit. So find out which side of the line the parcel sits on, then work the list in the order the office that holds it asks for.
A city building permit, applied for online. Lakeway makes it unlawful to erect, construct, enlarge, alter, move, convert or demolish a building, or to install plumbing, electrical or mechanical systems, without one, and the same rule catches major landscaping and drainage work. That last part matters on a hillside lot, where the pad, the retaining walls and the drainage swales are half the job. Every application and every inspection request goes through the city's Civic Self Service website. Building and Development Services sits at 1102 Lohmans Crossing, (512) 314-7540, and meets in person by appointment.
The adopted codes are current editions: the 2021 International Residential Code for the house, the 2021 International Energy Conservation Code, the 2023 National Electrical Code, and the 2021 Uniform Plumbing Code or whatever edition the water and wastewater provider adopts. The fire code is the 2021 International Fire Code as Travis County ESD No. 6 amended it, so the fire district's amendments travel with your plan set. Nothing starts until the permit is posted in a conspicuous place on the front of the property.

What has to be in the Lakeway permit file?
More than a plan set. Lakeway asks the application to identify the work, describe the site by lot, section, tract and street address, and state the intended use. Where the subdivision has an Architectural Control Board, the city wants proof that the project went to that board too. For a house with steel siding, wainscot or a metal roof, that board is the review to start with: ask it for its written rules on exterior materials and roof color before anyone draws elevations, because the city manual is written to be used alongside the city's building, zoning and subdivision ordinances, and the deed restrictions sit on top of all three.
Plans: two complete paper sets, including the septic plans as submitted to LCRA, or one electronic set to [email protected].
Septic receipt: a copy of LCRA's receipt showing the septic plans were submitted.
Bond and insurance: a permit bond and a certificate of insurance may be required before issuance.
Trades: the licensed master plumber, the licensed master electrician, the licensed mechanical contractor and the licensed septic installer show their licenses and sign the permits in person at Building and Development Services.
Water and wastewater: plumbing work also needs a permit from the provider that serves the lot.

What does a Lakeway permit for a new house cost, and how long is review?
The city publishes the formula. A new house carries a $3,000 base permit fee plus 30 cents a square foot, and that fee includes 14 required inspections and three plan reviews. On a 2,400-square-foot house the arithmetic is $3,000 plus $720, or $3,720 before anything extra. Each additional inspection, re-inspection or plan review is $150. The schedule comes from Ordinance 2020-07-06-01, in effect from August 1, 2020, and it is the one the city links from its permit page today; confirm it with the office before you budget, and remember the water and wastewater provider's plumbing permit is a separate line.
Lakeway states review time as a minimum of 12 to 15 days for a new submittal and 5 to 7 for a re-review. Three plan reviews are in the fee, so the first review and two re-reviews are covered. A fourth review is $150 and at least another 5 to 7 days. The cheapest way through is a complete first submittal: septic receipt, board approval and the trades lined up before the file goes in.

Who permits the septic system for a Lakeway house?
The river authority. The state's own list of on-site sewage authorized agents gives LCRA the restricted and water quality zones of the Highland Lakes and Lake Travis, and names the City of Lakeway in the same entry. That is why the city's permit checklist asks for the septic plans as submitted to LCRA and LCRA's receipt. Inside LCRA's jurisdiction a permit is needed before any on-site sewage facility is built or installed, however large the lot. LCRA asks you to allow up to 30 days from submittal for a new system, not counting design or site complications.
Two LCRA rules keep costing money after move-in. An aerobic treatment unit needs a maintenance contract for its first two years, and after that the owner may maintain it only after taking the class and passing the test. And every change of ownership needs an inspection before LCRA approves the new owner for continued use, so a resale lot with a system already in the ground still needs its own inspection. LCRA's address-searchable jurisdiction map is the quickest way to see which of its rules a parcel is under. The septic permit guide covers the design and soil work.

Does the Highland Lakes Watershed Ordinance reach a Lakeway lot?
It can, and in Lakeway the city may be the office that applies it. The ordinance covers the Lake Travis watershed in Travis County above the Regulated Pool Elevation, as drawn on the official Ordinance Map. Lakeway is one of the governments that hold an interlocal agreement with LCRA and administer part or all of it, which is why LCRA tells applicants to check with the local government first. Ask Building and Development Services whether the city or LCRA handles a lot like yours.
The numbers are the same whoever applies them. An LCRA development permit is required once impervious cover exceeds 10,000 square feet and/or disturbance exceeds one acre. A single-family house under both numbers files a written notification instead. Add up every hard surface the plan adds, drive, slab, porch and shop, before you settle the site plan. Disturb an acre or more and the state construction stormwater permit applies on top. If the lake is why you are buying, will my Highland Lakes lot work is the checklist version.

What changes on land outside the Lakeway city limits?
The building permit moves to Travis County, and some city rules follow you anyway. Outside any city, Travis County requires a permit for any development. The application for a new single-family house states which International Residential Code year it is built to, and where a professional builder does the work, a licensed third-party inspector makes at least three visits. The Travis County permit page carries that list in full, and the six-county permit guide sets it beside the other five counties.
Lakeway's reach does not stop at the city line. Its design manual applies the city's subdivision and site development standards in the ETJ where they apply, and it bars any additional power poles or overhead wiring in the city or the ETJ without the Code Official's specific approval. On acreage, where the run from the road to the house and shop can be long, price the line underground from the start, or ask the city before you assume an overhead run. Inside the limits, the driveway goes in as the City Engineer, Code Official or building inspector directs, and every culvert end gets a concrete or masonry headwall 4 to 8 inches above the top of the driveway.

How do you check a barndominium builder around Lakeway?
Through the trades, because Texas has no builder license to look up. The state issues no license for general contracting, and the commission that once oversaw home builders was abolished when its Act lapsed. Inside Lakeway, the city supplies a check of its own: the master plumber, master electrician, mechanical contractor and septic installer show their licenses and sign the permits in person. Run the same names through the state lookups before you sign: plumbers through the Texas State Board of Plumbing Examiners, electricians through TDLR, septic installers through TCEQ.
The ground is the other thing to put in the contract. Where a lot sits on the Edwards Plateau, the ground is shallow soil over limestone, and rock under the pad or the drainfield trench is a site cost, not a building cost, which is why the barndominium cost page prices site items on the ground. Whether a parcel falls in the Edwards Aquifer contributing zone is a mapping question; in Travis County the zone is defined as all areas except the watersheds draining to the Colorado River above a point 1.3 miles upstream from Tom Miller Dam, so read the TCEQ maps for your parcel and keep a printout in the file. Compare Marble Falls, the other lake town on this site, where a different city runs a different permit list on the same river. Turnkey barndominium construction covers the build itself, and building a barndominium in Central Texas puts every step in order.

Lot and permit questions near Lakeway
Do I need a Lakeway building permit for a barndominium?
Yes, inside the city limits. Lakeway requires a city building permit before anyone erects, constructs, enlarges or alters a building, installs plumbing, electrical or mechanical systems, or does major landscaping or drainage work. Applications and inspection requests go through the city's Civic Self Service website. Outside the city limits, Travis County requires a development permit for any development instead.
Who reviews the septic plans for a house in Lakeway?
The Lower Colorado River Authority. The state's authorized agent list names the City of Lakeway in LCRA's entry, and the city's permit checklist asks for the septic plans as submitted to LCRA and a copy of LCRA's receipt before the building permit issues. Allow up to 30 days from submittal for a new system permit.
How much is the Lakeway permit fee for a new house?
Lakeway's residential fee schedule sets a $3,000 base fee plus 30 cents a square foot for a new house, including 14 required inspections and three plan reviews, with extra inspections and reviews at $150 each. That works out to $3,720 on a 2,400-square-foot house. The water and wastewater provider's plumbing permit is separate.
Does my subdivision's board have to see barndominium plans in Lakeway?
If the subdivision has an Architectural Control Board, yes. Lakeway's permit application asks for proof that the project was submitted to that board. Ask the board for its written rules on exterior materials and roof color before the plans are drawn, since the city's design manual works alongside the city's building, zoning and subdivision ordinances.
