Are you inside Georgetown, in its ETJ, or in unincorporated Williamson County?

Inside the Georgetown city limits you are on the full city program: a permit to construct, enlarge, alter, repair, move, demolish or change the occupancy of a building, and to work on electrical, gas, mechanical or plumbing systems. Its code is the 2021 International Residential Code, effective November 1, 2023.

In the ETJ the city regulates and reviews subdivision of land, stormwater, utility evaluation, driveway permits and sign permits. The catch is the utility test: Georgetown building permits do apply in the ETJ when the City is the water, wastewater or electric provider, covering new construction, plumbing and electrical work and utility connections. One ETJ tract on city water can need a city permit while the tract across the road does not.

Outside both, Williamson County speaks for itself. Texas counties have not been given general zoning authority, so the county issues no building permit except for health and safety issues and no certificate of occupancy, and it has not adopted the optional county residential building standards. Who permits a barndominium in Georgetown, TX outside the city limits?

The County Engineer, and the first paper is a Certificate of Compliance. Williamson County requires it before a new home goes up. It is the floodplain check, and it has to be processed before the county will take a septic application. A lot in a recorded subdivision may already carry one in its plat notes, so read the plat before you apply twice.

Septic runs through the same office, the County Engineer's on-site sewage facility program, and applications go through the county's online portal only. Williamson County is the single authorized agent for on-site sewage in the county: no city and no special district holds a separate authorization, and the Lower Colorado River Authority, an authorized agent in Travis, Burnet and Llano counties, does not appear here at all. Driveways go to the Williamson County Road and Bridge Division on a county driveway permit, required for a new or modified driveway onto a county-maintained road, with the county sizing the culvert. Does anyone inspect a barndominium build on an unincorporated Georgetown lot?

No public inspector does, so the inspections you get are the ones you write into the contract. Texas does not require a state license to work as a general contractor, and the Texas Residential Construction Commission was abolished when its enabling Act expired on September 1, 2009. Every builder you talk to is an independent builder, and local city or county requirements can still apply on top.

The state lets counties adopt residential building standards, but it is opt-in and Williamson County has not opted in. In a county that has, a new house on a vacant lot takes at least three inspections, foundation before concrete, framing and mechanical before drywall, and one on completion, contracted by the builder rather than the county. Nothing stops you from writing that schedule into your own contract. Two trades stay licensed wherever the lot sits: plumbers through the Texas State Board of Plumbing Examiners and electricians through TDLR, both with public lookups, and non-exempt electrical work must run through a licensed electrical contractor. What is under a Georgetown barndominium lot?

Nobody official will tell you, so this is the question to push hardest. Two very different grounds run through Central Texas. The Edwards Plateau is limestone country: shallow soils underlain by limestone, many springs, stony hills and steep canyons. The Blackland Prairies are named for deep, fertile black soils, gently rolling to nearly level at 300 to 800 feet. The black soil is the one that moves. Houston Black soil cracks half an inch to four inches wide from the surface down 12 inches or more when it dries, the shrink-swell behavior a slab has to be designed against. It formed in clayey residuum weathered from calcareous mudstone of Upper Cretaceous age, mainly on 1 to 3 percent slopes.

Faulting along the Balcones Fault Zone followed the uplift of the Edwards Plateau, and streams crossing that zone recharge the aquifer where permeability is enhanced by dissolution of limestone. The Edwards (Balcones Fault Zone) Aquifer and the Trinity Aquifer are both major Texas aquifers. Williamson County's surface water is the San Gabriel River, Lake Georgetown and Granger Lake. Because the county inspects no houses, no county file records which ground you bought: pay for the soil report and put the foundation question to the engineer who stamps the design.

Is a Georgetown tract inside the Edwards Aquifer program?

Williamson County is one of the eight Texas counties the Edwards Aquifer Protection Program covers, so the zone question comes before the site work. In the Austin region the program covers Williamson, Travis and Hays counties out of the TCEQ Austin Regional Office at (512) 339-2929.

Two zones decide what you owe. The recharge zone is where the aquifer's rock units crop out, plus nearby outcrops with caves, sinkholes, faults or fractures that could let surface water in. The contributing zone is the watershed upgradient of it, and in Williamson County the rule draws it by exception: all areas except the watersheds draining to the Lampasas River above Stillhouse Hollow dam. Check the parcel on the TCEQ Edwards Aquifer Map Viewer, print the map for the file, and ask the Austin Regional Office to confirm the zone.

In the contributing zone a Contributing Zone Plan is triggered when work disturbs at least five acres or is part of a larger plan of development or sale. Below that, no aquifer plan is needed. On the recharge zone there is no acreage floor: any regulated activity needs an approved Water Pollution Abatement Plan before construction, and a site sitting partly on each is treated as recharge zone entirely. Administrative review runs up to 30 days, technical review of an administratively complete application 90 days, and construction cannot begin until approval issues. A single-family residence may not need its own plan if it sits in a master community with an approved plan, or on a lot larger than five acres as the only residence, or keeps impervious cover to 20 percent or less. One county rule rides on top: a septic system over the recharge zone has to be designed by a registered sanitarian or a professional engineer.

Is the lot in or beside the 100-year floodplain?

The Certificate of Compliance is where that gets answered. Williamson County requires a floodplain development permit in or next to the 100-year floodplain, the structure sits at least a foot above the base flood elevation, and a surveyor files a FEMA elevation certificate twice, after the slab and again at completion.

Federal rules run the same direction. A permit is required before construction or development begins inside any Special Flood Hazard Area, and the floodplain administrator is responsible for seeing that development complies and that permits are applied for. Land surveyors, architects and engineers authorized by law certify the Elevation Certificate, which sets the flood insurance premium rate and documents elevation for compliance. Work disturbing one acre or more, or forming part of a larger common plan that will, needs construction stormwater permit TXR150000; under one acre, no coverage is required.

What should you settle before you call barndominium builders in Georgetown, TX?

Then the utility question, which is specific to this city. A Georgetown building permit reaches into the ETJ when the City is the water, wastewater or electric provider, so two neighboring ETJ tracts can land on opposite sides of the permit line. Get the provider in writing early, because it sets your reviewer and your code.
