What does Williamson County require outside the Liberty Hill city limits?

A Certificate of Compliance, first. Williamson County has not been given general zoning authority by the state legislature, so it issues no building permits except for health and safety issues, and no certificate of occupancy. It has not opted in to the optional county residential building code standards, which are opt-in rather than automatic, so it sets no building code out here and inspects no houses. Williamson County, and nobody else. The county is the single on-site sewage facility authorized agent for the whole county, and no city and no special district is separately authorized. The Lower Colorado River Authority is an authorized agent in Travis, Burnet and Llano counties but not in Williamson, so lake zone septic rules never reach a Liberty Hill tract. Applications go through the county's online portal only, and the Certificate of Compliance has to be processed first.

A permit is required to construct, install, alter, extend or repair a system. State rules exempt a single family dwelling on a tract of ten acres or larger from planning materials, permit and inspections, but only if every condition holds: Subchapter D standards met, no nuisance or groundwater pollution, every part at least 100 feet from the property line, effluent kept on the property, and no second dwelling. Is a Liberty Hill tract inside an Edwards Aquifer zone?

It is a map question, and Williamson County is in the program. The Edwards Aquifer Protection Program covers eight Texas counties, Williamson among them, and in the Austin region it covers Williamson, Travis and Hays counties, handled by the TCEQ Austin Regional Office at (512) 339-2929.

The zone decides the plan. The recharge zone is where the aquifer's rock units crop out, plus nearby outcrops with caves, sinkholes, faults or fractures that could let surface water in. Any regulated activity there needs an approved Water Pollution Abatement Plan before construction starts, with no acreage floor. The contributing zone is the watershed upgradient of it, in Williamson County everything except the watersheds draining to the Lampasas River above Stillhouse Hollow dam. There a Contributing Zone Plan is triggered at five acres of disturbance, or when the work is part of a larger plan of development or sale. A site sitting partly on each is treated as all recharge zone.

A single-family residence may escape its own plan if it is in a master community with an approved plan, sits on a lot larger than five acres as the only residence, or keeps impervious cover to 20 percent or less of the legal property. What is under a Liberty Hill lot, and is it in a floodplain?

Regional facts frame the digging and none of them answer for one tract. The Edwards Plateau is the central Texas region of shallow soils underlain by limestone, with many springs, stony hills and steep canyons. No county inspector will look at your foundation in unincorporated Williamson County, so rock is your risk to price. Pay for test holes before you fix a slab elevation or accept a site-work allowance.

Flood the county does regulate. A permit is required before construction or development begins inside any Special Flood Hazard Area, and the FEMA Flood Map Service Center is the official public source to check an address. Williamson County requires a floodplain development permit in or next to the 100-year floodplain, a structure at least a foot above the base flood elevation, and a FEMA elevation certificate filed twice, after the slab and at completion. Land surveyors, architects and engineers authorized by law certify the elevation information on that certificate, which also sets the flood insurance premium rate and supports a map amendment request.

Do the ETJ rules near Liberty Hill match Leander and Georgetown?

No. Three cities in this county run three different ETJ rules. In the Liberty Hill ETJ, City building permits are not required unless a development agreement is in place for the property. In the Leander ETJ the only permits required are for signs and water or wastewater connections, and no city building permit is required there. Georgetown building permits do apply in its ETJ when the City is the water, wastewater or electric provider, covering new construction, plumbing and electrical work and utility connections. Liberty Hill is the odd one: its trigger is a document tied to the individual property, not a utility line and not a line you can read off a map. Get the city's answer by address, in writing, before plans are drawn.

Measure the disturbed area once, because two thresholds read off it. The TPDES Construction General Permit TXR150000 covers construction disturbing one acre or more, or work that is part of a larger common plan of development that will disturb one acre or more, and below one acre no coverage is required. How do you check barndominium builders in Liberty Hill, TX?

Not with a builder license, because Texas does not issue one.
